French Development Agency: A way to boost French business abroad?

One of the oddities of France is the way it manages its development aid. The system is somewhat fragmented, but at its heart is the French Development Agency, AFD. Some 30% of France's development aid transits through it.

We take a closer look at this curious hybrid - part aid agency, part bank - and we ask if the AFD is the right way for France to get aid to the places that need it most.
