A massive reform in China is designed to help thousands of people who until now have been stuck in a logistical nightmare. At the moment, people are issued with a "Hukou", a residence permit, which provides access to services like health and education. But since it's issued by the district in which you're born, people who move for work become disenfranchised. Critics say it has discriminated specifically against poor migrant labourers. A new pilot scheme is now hoping to change that.
