Në programin qeverisës te Partisë Socialiste, 2 janë shtyllat kryesore mbi te cilat shtrihet përfitimi publik nga teknologjitë e reja dhe inovative: arsimi dhe shëndetësia.
Sipas kreut te opozitës Edi Rama, ka ende një hendek te madh te Shqipërisë me vendet evropiane ne aksesin ndaj rrugëve alternative dhe te shpejta te komunikacionit. Ne mandatin e pare, është parashikuar krijimi i dosjes dixhitale për çdo qytetar, qe do te përfitoje shërbim mjekësor. Me një kosto qe nuk kalon 1 % te buxhetit për arsimin, te majtët mendojnë ti shpenzojnë për shpërndarjen tek nxënësit, libra elektronike. Një pike tjetër e programit i është kushtuar telefonisë. Referuar disa studimeve te huaja, ne Shqipëri shpenzohet 8 % e buxheteve familjare, për telefoninë, e kjo shume duhet përgjysmuar.
