There is a lot on this. Basically the UN embargoed a NK company OMM this ship was on it. It was flying a wrong flag. And landed in the Philippines which authorities ended up having to call the UN who delisted it for not having contraband onboard.
And it had to do with UNSC Resolution 2270 which went into affect after the February missile tests by NK.
