Philippine Amusement and Gaming Corporation (Pagcor) Chairman and Chief Executive Officer (CEO) Alejandro Tengco on Wednesday, July 10 said it was former presidential spokesperson Harry Roque who liaised in behalf of a Philippine Offshore Gaming Operators (POGO) company in Pampanga that authorities raided twice in June for torture, scams and human trafficking activities.
