While there is no doubt that Cleopatra was charming and intelligent to even impress the likes of Julius Caesar and Mark Antony, she wasn't a Legendary ruler as you might have thought. She is more famous because she was the only woman of significance to rule a kingdom in ancient history for which she deserves recognition but the fact is that she wasn't a Legendary ruler as compared to other great conquerors of that time.
