西暦2001年。無数の星々を荒らし回った「宇宙海賊ガイスター」は新たな宝を狙い、地球へ侵入した。彼らを追って地球へやって来たのは「宇宙警察カイザーズ」のリーダー「エクスカイザー」とその仲間たち。
エクスカイザーと仲間たちは地球の乗り物と融合し、巨大ロボへと変化する力を持っている。そんな中、小学3年生の少年・星川コウタは、父のカメラを持ち出して出かけている時に、そのカメラを「宝」と認識したガイスターに襲われてしまう。だが、自宅の車に融合していたエクスカイザーが駆けつけたことでコウタは難を逃れた。この事件を機にコウタとエクスカイザーは2人だけの秘密の友達として友情を深め、ガイスターの野望に立ち向かっていく。

In the year 2001, the “Space Pirates Gaistars,” who had rampaged across countless stars, invaded Earth in search of new treasure. Following them to Earth were “Exskaiser,” leader of the “Space Police Kaisers,” and his comrades.
Exskaiser and his comrades possess the power to fuse with Earth vehicles and transform into giant robots. Amidst this, a third-grade boy named Hoshikawa Kouta was attacked by the Gaisters when they recognized his father's camera as “treasure” while he was out with it. However, Exskaiser, who had fused with the family car, rushed to the scene and saved Kouta. Following this incident, Kouta and Exskaiser deepened their friendship as secret friends known only to each other, standing together against the Gaisters' ambitions.
