91,000 Tibetans living in 27 countries have headed to the polls to vote for representatives standing for regions of Tibet, religious sects and civil seats. China views the elections as illegitimate. Tibetans in exile have organized their own government-in-exile ever since the Dalai Lama and Tibet's civil government fled Tibet in 1959.
