पश्चिम बंगाल के SIR मामले में सुप्रीम कोर्ट ने सुनवाई के दौरान इसे ट्रिब्यूनल को सौंपने का निर्देश दिया, ताकि मामले की तकनीकी और तथ्यात्मक जांच अधिक विशेषज्ञ तरीके से हो सके। ट्रिब्यूनल एक विशेष न्यायिक निकाय होता है, जो किसी खास विषय—जैसे चुनाव, टैक्स या प्रशासनिक विवाद—पर तेज और विशेषज्ञ फैसला देने के लिए बनाया जाता है। सुप्रीम कोर्ट ने यह भी कहा कि “जो सही है, वही वोट करे, यह सुनिश्चित किया जाए,” यानी चुनाव प्रक्रिया पारदर्शी और निष्पक्ष होनी चाहिए। इस मामले में ट्रिब्यूनल को दो चरणों में फैसला देने को कहा गया है—पहले चरण में प्राथमिक तथ्यों और वैधता की जांच, और दूसरे चरण में अंतिम निर्णय। सुप्रीम कोर्ट के वकीलों के अनुसार, इससे मामले की गहराई से जांच होगी और न्यायिक प्रक्रिया ज्यादा प्रभावी व संतुलित बनेगी।
