Former House Speaker Leyte 1st district Rep. Martin Romualdez denied being the mastermind in the alleged flood control corruption scheme.
He explained that the national budget does not depend on just one person and does not begin in the House, but in the executive branch.
“I was the former Speaker of the House of Representatives, but the House of Representatives is only one part of the branch of government—the legislature,” he said.
