Instead of cooling, the warm ocean conditions that contributed to last year's storms have intensified over the winter, amplifying concerns about rapid storm escalation. The states of Florida, those along the Gulf Coast, and the Southeast are at the greatest risk of landfall during what could turn out to be a notoriously perilous season.
