Cebu protocol one of expected key outcomes at 48th Asean Summit
Foreign Affairs (DFA) Deputy Assistant Secretary for Asean Affairs and Asean 2026 Spokesman Dominic Xavier Imperial says the proposed Cebu Protocol to amend the Asean Charter stands as one of the key outcome documents expected at the 48th Summit in Cebu. In a press briefing on May 5, 2026, Imperial said the amendment would mark the first change to the Asean Charter since its signing in 2007 in Cebu, with provisions aimed at supporting Timor-Leste’s full integration into the regional bloc. He said the Philippines, through the DFA as lead for the Asean Political-Security Community pillar, is hosting a series of preparatory meetings involving senior officials and foreign ministers from member states to set the groundwork for summit-level decisions.
