The evaluation considers factors such as proximity to military strategic locations, availability of natural resources like fresh water and farmland, population density, durability of current infrastructure, and the existence of pre-established emergency supply chains. States located in the upper Midwest and Mountain West rank highest across various criteria, whereas heavily populated coastal areas exhibit the greatest risk due to their dense military and economic establishments.
