Operatives of Criminal Investigation and Detection Group (CIDG) arrest dismissed Police Lt. Col. Rafael Dumlao around 5 a.m. in a house in Barangay Pasong Tamo, Quezon City on June 9, 2026. Dumlao is the government's highest-ranking suspect in the abduction and murder of South Korean businessman Jee Ick Joo inside Camp Crame in 2016. He had a pending 2016 conviction for kidnapping, extortion, carnapping and killing.
