"IT DOES NOT PROTECT UTTERANCES THAT SATISFY THE ELEMENTS OF A CRIMINAL OFFENSE"
NBI-Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) regional director Atty. Jeremy Lotoc said that the agency's findings towards the death threats of Vice President Sara Duterte towards President Marcos, First Lady Liza Marcos, and former House Speaker Martin Romualdez do not fall within the framework of freedom of speech, during the impeachment trial against Duterte on Monday, July 13.
Atty. Lotoc stated the NBI "failed to see any amount of freedom of speech" in Duterte's utterances and allowing it to be normalized would eventually encourage chaos to the country. (Video courtesy of Senate of the Philippines)
