Bases Conversion and Development Authority (BCDA) CEO Joshua Bingcang in a press briefing on Thursday, July 23, addressed various concerns regarding the United States-led Pax Silica initiative, which is within the country's deal of the proposed 4,000-acre (about 1,620 hectare) "Economic Security Zone" in New Clark City, Tarlac.
The initiative was internationally launched in December 2025 to secure supply chains for semiconductors, critical minerals, and artificial intelligence technologies. Bingcang has addressed various concerns on the project such as water scarcity, displacement of indigenous peoples, mining, and Philippine sovereignty, as opposition had grown steadily.
