A scathing review of one of regional Victoria’s most prestigious private schools has described a culture of bullying, abuse and racism that became normalised over decades. The report into Ballarat grammar contains shocking complaints - including junior boarders being whipped by older students. It's made more than 40 urgent recommendations - from abolishing single sex houses, to an overhaul of the school's incident reporting system.
