Pampanga 2nd District Rep. Gloria Macapagal Arroyo, former president and former Social Welfare secretary, arrives at the KC de Venecia Gymnasium in the Haven for Women Compound in Alabang for the groundbreaking ceremony for the Women and Children's Crisis Center. She was greeted by Pangasinan 4th District Rep. Gina de Venecia, founder and co-president of the Association of Women Legislators Foundation, Inc.
