Kapunan expounds on 'scam' remark over Duterte's confidential funds
House prosecution counsel Lorna Kapunan on Aug. 4, 2026 expounds on her use of the word 'scam' to describe Vice President Sara Duterte's confidential funds, saying the alleged misuse of P612 million in public funds amounted to defrauding the Filipino people. Kapunan made the remarks after defense counsel Michael Poa moved to strike from the record her use of the word during the day's proceedings. She also said the prosecution was not focused on the aliases that appeared in documents linked to the confidential funds but on whether there was evidence showing how the money had been spent. Asked whether there was any legal basis for using aliases in confidential and intelligence fund transactions, Kapunan said there was neither a legal basis requiring nor prohibiting their use.
