For the first time, Victoria's First Peoples Assembly is exercising its right to question government policy. The democratically elected body has asked the state government to immediately withdraw a bill which would make it legal to deny inmates an hour of time outside. Despite concern from minor parties and independents, the bill is expected to pass parliament this week with coalition support.
