Former premier Jacinta Allan has warned democracy and civil discourse is at the crossroads, during an emotional speech where she announced she would not contest the November election. Just two weeks since being toppled by her own side as leader, Ms Allan has ended the speculation by declaring she won't recontest her Bendigo East seat which she has held for 27 years.
