Senate Presiding Officer Francis “Chiz” Escudero reminded members of the prosecution and defense panels, as well as senator-judges, to follow Rule 18 governing public statements during the impeachment trial.
Escudero said the rule allows designated spokespersons to make public statements within certain limits, while requiring senator-judges to refrain from commenting on the merits of the pending case. He said the rule aims to balance the public’s right to information with protecting the integrity of the proceedings from public pre-judgment.
Escudero said the reminder came after Atty. Sheila Sison’s Aug. 12 manifestation and motion, Atty. Amando Ligutan’s explanation and the chair’s own findings of a seeming violation of Rule 18.
